%ALLUSERSDOCUMENTS%\Microsoft\MSEnvShared\AddIns folder is not searched for add-ins

User(s) can reproduce this bug
When you go to the Tools, Options window, Environment, Add-In/Macros Security, the folder %ALLUSERSDOCUMENTS%\Microsoft\MSEnvShared\AddIns is listed. This folder was introduced by VS 2008 (it was not listed in VS 2005). However, VS 2008 doesn't actually searches that folder for .AddIn files.
NOTE: This bug also applies to VS 2010 Beta 1.

Steps to Reproduce
Create an add-in and move the .AddIn file to the folder %ALLUSERSDOCUMENTS%\Microsoft\MSEnvShared\AddIns
Open VS and go to the add-in manager
The add-in doesn't appear.
Using a monitoring tool (ProcessMonitor from sysinternals.com) reveals that Visual Studio 2008 tries to search the folder:
C:\Program Files\Microsoft Visual Studio 9.0\Common7\IDE\%ALLUSERSDOCUMENTS%\Microsoft\MSEnvShared\Addins\
so, VS doesn't replace the %ALLUSERSDOCUMENTS% placeholder.
