Description

Using VS 2010 Dec LCTP, when an add-in creates two toolbars with CommandBar.RowIndex = -1, the first one is created below existing toolbars (correct), but the second one is created in the same row than the previous one (wrong, inconsistent with the previous behavior).

I am going to close this bug as “Won’t Fix” for Visual Studio 2010 since you have confirmed via our email correspondence that you are able to work around the RowIndex bugs. We’ll track this bug for possibly fixing in a future release.
