Have downloaded Report Viewer, Installed  The Microsoft Report Viewer 2008 Redistributable Package but Report Viewer still does not show up in Visual Basic 2008 Express under Data where it is suppose to show.
In fact it does not show at all. 

How do you install into Visual Basic 2008 Express.

The issue that you have reported is by design. The ReportViewer.exe redist only contains the runtime component for the viewer and does not have the design time component for Visual Studio.

We also do not support Visual Basic 2008 Express.

Thanks for reporting the issue.
Could you please upload a setup log file to help us investigate the issue?
You can get the log files with the following steps:
1) Download collect.exe from the link below.
2) You may choose to save the tool for later use, or to run directly.
3) The utility creates a compressed cabinet of all the VS and .NET logs to %TEMP%\
