Change ResXFileCodeGenerator to have a public constructor, or at least the option for one.

This is important for Silverlight Localization because without a public constructor it cannot be instantiated in xaml.

I know the workaround is to use a class ( but this is annoying though because for hundreds of strings you need an extra "Resource1.".

What I would like is that it is supported in Visual Studio so I do not have to worry about future compatibility.

If you look at the codeproject link you will see there is a large use for this.
