Description

File Open/Save dialogs not working on windows 7/windows 2008 R2 x64 when Tablet PC Input Service is not running.
On Windows 7 and windows 2008 R2, if WISPTIS.EXE is not running, Visual Studio 2010 start-up is slower. Once started, File Open, File Save, Open Button etc. do not work. When the user clicks Open, Visual Studio looses focus, but no dialogue box appears, then Visual Studio takes back the focus.

If WISPTIS.EXE is not running, Visual Studio 2010 still works properly if:
Running on Windows 2003 server SP2 x86 or x64.
Running on Windows 2008 server R2 but inside remote desktop session. The above issue only affects the console session.

Notes:
If WISPTIS.EXE is running when Visual Studio is started, then until Visual Studio is closed, File Open/Save will work even if all instances of WISPTIS.EXE are terminated.

If WISPTIS.EXE is NOT running when Visual Studio is started, then until Visual Studio is closed, File Open/Save will NOT work even if WISPTIS.EXE is restarted.

The Tablet PC Input Service is responsible for creating one or more instances of WISPTIS.EXE. Notice however that WISPTIS.EXE can cause a noticeable lag on some tablets (pen and touch input devices). These devices can function properly without the Tablet PC Input Service, and hence some users prefer to disable that service.

This is a duplicate bug sumission and the root bug will be fixed in the .NET 4.0 SP1 / 4. 5 timeframe. No hotfix currently exists so please consider the workaround listed.
