Normally, Html.BeginForm() renders a form tag. But if the Html.BeginForm() statement is preceded by a RenderPage() statement in the same file, then no form tag is generated.

We have fixed this bug in MVC. The fix will be available in the next release of the ASP.NET MVC runtime.
