I have done a little more testing and found that this is a bug introduced with Framework 4.0. If I target 3.5 or earlier the ToggleButton works as advertised. It is now more than three months since we were advised a compatibility update correcting this was coming. Update please.

Can someone clarify and update the status of this report?
I've just tried to use a ToggleButton in a WPF project, Visual Studio 2012 and Windows 8 and it does not show any state.
