Page Inspector doesn't render base-64 encoded images and whilst not critical, this would be useful.

In preparing a sample to send you I realise that it's specific psuedo classes it's not show, not the base-64 images per se.

So a style

input[type=text], input[type=email] {
background-image: url('data:image/png;base64,xxxxxxxx etc');
    background-position: right top;
    background-repeat: no-repeat;

will display, whereas a style

input:required {
    background-image: url('data:image/png;base64,xxxxxxxxxxxxxxxxxx etc=');
    background-position: right top;
    background-repeat: no-repeat;

will not display.

So it's the new CSS3 psuedo classes that aren't being rendered, not the Base-64 images.

As previously bugged, it will not display doubled psuedo classes either. (eg input:required:valid )

I note that the CSS Intelliesense does support these.

Apologies for not digging deeper before posting the bug originally.
